2) Foerost's ground, as well as that of certain other worlds, is intentionally beefed up with free factories for the AI so that these worlds aren't an easy steamroll early on. Same goes for the Republic AI if you play as the CIS.
3) Population dynamics have been changed such that buildings and space stations now cost pop. This can be alleviated by building Farms and Orbital Pop Centers, as well as by prioritizing high-pop worlds for invasion if you don't have enough.
