Thanks to bloodsplateBOOM for catching this when he reported that no more recruits were becoming available after each month.

I just looked at the config file and I had inadvertantly zeroed out the recruit refill count. The game default is 5 for all diff levels. So I need to patch this but until then you can edit the
C:\Program Files (x86)\Steam\steamapps\workshop\content\268500\1134711074\Config\XComGameData.ini

search for "RefillNumRecruits" and set that to something more than 0.

Thanks for the catch and again sorry for the trouble. Surprised that no one has mentioned this before, but then again with the over powered soldiers you rarely need to recruit more.
