Germany starts with 3 panzer divisions. You should be able to make 1 or more in 1938/39 then you get enough tanks from the Czechs to add another 2 or so. So Germany should have about 5 before Poland (depends if you have the historical units or are creating your own templates).
Note that you need different templates to make sure you use all the different types of tanks. Also, early models have such poor armour that you are basically using them for breakthrough, Templates typically have fewer tanks in a division than in vanilla HOI IV.
Look at the different costs for light, medium and heavy artillery. Light artillery is easy to produce but do not over invest in medium and heavy artillery - not all divisions need these.
That was what I thought but I see what the developer above is saying.
I looked at an AI Germany game and they have 69 factories on aircraft production. Sounds excessive but then it seems they have 41 aircraft assembly plants each with capacity for 15 points so they are only using a fraction of the available production. I guess the AI is set to not add factories of it doesn't have capacity, it just isn't penalised if that capacity is reduced.
How can they afford 69 factories on aircraft? They only have 12 on tanks and have equipment shortages across the board in other equipment.
Not sure how they have 41 assembly plants but I guess they build a lot. They have 3 in most of the core provinces.
