Industrial Farm not affected by Infrastructure level
UI says it is, but it is not. The Food Storage is working correctly and affected by Infra level.

Also the layout on the tooltip for states screen suggests they should benefit from supply routes but not getting that.

Open a state with food and a farm. Hover over the food production. It shows base production, farm production and then a multiplier for infrastructure and a multiplier for supply route (sometimes , think it needs a port or railway connected to capital). Actually work out the numbers and you will see multipliers are only being applied to the base production.
