You can increase output by 4 through research or by 2 and get cheaper builds.
As USSR you get one every few months from a decision. Don't think they were that common in this time frame in most countries - so maybe they aren't generally intended to be a good deal.
If the farms were getting infrastructure etc, bonus then you could get about 20 from a farm. That would be a fair contribution.
The cost of 6400 production for 70 rations (0.168%) totally sucks. Need to jack that up a factor of like 300 rations per Farm or reduce the production cost to 1000 or whatever.
