Montreux Convention

Playing as USSR I tried to be clever and change the composition of the Black Sea fleet.

On Feb 2nd 1936 I was hit by big penalties for breaking the Montreux Convention

1. Is there any description for what the restrictions are?
2. How did I break it when it wasn't agreed till later that year?
