Is it normal only to get him through the "Motion of No Confidence" focus on the "Global Defence" branch? I.e. no other events, etc., that can unlock him later?

I guess that's fine if so. It's just that the "Home Defence" branch seems like a better choice, but not having Churchill locks out a whole load of other things (both events and focuses).
