I cant justify war goals.

If I want to justify a war goal i need to enable war goals but i cant find it anywere.

Devs meant for this to be in place. War is triggered through events only now. This is a big I think. A way around the justify wargoal is the console command allowdiplo. I've read that it can be changed through settings before starting a campaign but I haven't found out how. Hope this helps!
