You can't start the special project until you have the researched Electronic Computing (EC), have 2 breakthroughs, and have an Electronics and Computing Research Facility. You can't start building the Research Facility until you have researched Electronic Mechanical Engineering (EME).
EC is a 1937 tech so you will have time to research EME and build the facility before you could start on the Computing Machine special project. Biggest problem is accumulating the breakthroughs.
USSR starts with no facilities. If it tries to finisg the 2nd5YP it can't afford to build any facilities before 1938.
