[2.3] Mett's Ascendancy and Home Ringworld Starts

Idea for a new start system
While I love the mod, it is unbelievably unbalanced and clogged.
I mean, in 2.0, it's not as bad as it used to (with 12 sections + 12 space stations + star + assisting science ships and all the mining/research stations and whatever else, all bunched together in a huge ugly mother of clusterFux of nameplates - unless you zoom in for a close look), but it could still use some love.

I mean, you can set sections to force spawn WITHOUT anomalies, which should take care of a few mining/research stations in the system.
You can also reduce the number of habitable sections to 4 (like normal ringworld), which would be helluva less OP (as well as easier on the eyes and more managable.. it's already quite op to have so many colonizable planets counting as 1 system for core sector count).
For realism sake, minerals should probably be a bit more sparse, don't know how thick would the 'ground' be realistically, I doubt it would go deeper than a few kilometres... less than planet's crust at least

To sum it up:
- 4 habitable sections
- 0 'random' mineral yields on sections
- no anomalies

Could be fun to spawn a different race of non-sentients on each other section that you can choose to purge, or uplift to join your own little "citadel council" lol.
