im thinking;

+100000000000000000 more damage
-never run out of ammo
-regen 1000 health per millisecond


but no random crits so its balanced.

Why not 400 damage, accuracy 100%, 200% mobility, rapid fire per millisecond, regen per millisecond (as you said), worth on backpack.tf for team captain burning flames, and also...
