SFO Chaos Unit Cap Issue

When I trade away special and rare units to other lords, it doesn't allow me to build new special and rare units in the original lord. I literally have some Lords who are no longer allowed to have any special or rare units anymore, because I shuttled those units to others. Can you please fix this?
