Title, not seeing them in campaign outside of garrison.

If they are why was that decision made?

Fair enough, any known submods that make them recruitable and any others this may apply to?

Tried a couple searches myself but didn't see anything could have used the wrong keywords though.

If you use unlocker and play as Boris you can recruit them.
