I'm pretty fresh to SFO and playing as Tomb Kings(Settra specifically), so I don't know how "normal it is" but I noticed that global recruitment has been reduced to 1.

Despite the buff to local, I really liked, as TKs, to be able to relatively easily recover troops from anywhere (though I'd only played Khatep and Khalida). Is it possible to increase the global recruitment to more than 2(after that research that adds a slot), or is it an issue specific to Settra, or are all the TKs like that in SFO and I just gotta deal with it?

I know there's a "more armies" mod but it only changes the local recruitment cap for TKs for the player, global only affects the AI.

Hopefully this question also helps someone else, because I looked back and didn't find anything on the subject!
