NORSCA CAN CAPTURE EVERY SETTLEMENTS
Can you make a submod that makes Norsca can capture every settlements please. Thank you ^^

I honestly do not know enough about the lore but if it is a lore thing that they would do that i to would love it in the game!

I don't think Lore would support that they can capture all.
