Yeah, I've mentioned this to Radious in their discussion, it's a strange design choice when it comes to CA's DLC practices.

I have a similar Problem, in that i can't build the t4 Plaza, because it needs the t3 Plaza, but thats not available for me. I have all Free DLC installed. I'm using this mod and Tier 4 Minor Settlement Upgrade submod. Maybe this helps.

People reported that once they bought HE dlcs all issues were solved.

Hi, with the plaza issue, this only happens with the Radious mod. In the vanilla game, all the tiers are available, so it's not a DLC issue.

It is DLC issue, but in dlc those units are not available to any buildings since they are not available to other factions, we have changed that, but from some silly reason CA made that if you dont have the dlc and dlc units are tied to buildings you wont be able to build them.

Thanks for responding. I can build all tiers in the vanilla game but not with the Radious mod enabled, so I'm not understanding how it's a DLC issue if it only happens when the Radious mod is enabled? Also I have the first DLC already - the Queen and the Crone. Can you clarify please?

You cant build them in our mod, since we moved to that building tree new HE dlc units to be recruitable from there. Special Mistwalker units, in vanilla only Eltharion can recruit them, in our mod everyone can via this building chain, but from some reason people who do not own the dlc cant build the building with those units t3+ (these units are available from t3+). That is done by CA to probably limit the moddability of new dlc content or i have no clue why is it done like this. It should work that if you dont own the dlc then you simply dont see those units there, but nope CA made it that you cant even build the chain of buildings...
