Dark Elves rule the world?
In my games with radious mod and i've done like 10+ on very hard. The dark elves always own like half the map by turn 100. Is this the same with other people's game?

It´s the same for most people since CA gave Malekith two starting province capitals, making him and Mannfred the strongest LL in the game (reason why many other people complain about vampires being invincible) and changed DE behaviour so they form a big alliance against basically everyone else instead of destroying each other as they did before.
