Stats?
I'm thinking something like...
On hit: Target is slowed to 50% speed for 8 seconds
On Ally hit: Ally is extinguished.
-100% afterburn damage
-10% damage penalty

I think it could like freeze them instead of catching them on fire and it can be gotten rid by a different pyro hosing you down with in flames. And when you jump in water they take extra damage, kinda like jarate.

+Can extinguish burning teammates
+100% critical hit against wet enemies
-No afterburn damage
-50% damage penalty
-Frozen enemies take 30% less damage from fire
-20% damage penalty on detonate
-No random crititcal hit

detonate is very good and maybe frozen people cant shoot for 2 secs
taunt gives a small area of crits like [insert soldier item here]

STATS:

PROS:
+25% Primary Side Ammo (More Spare Ammo)
+25% Faster Projectile Speed
+Freezes Enemys (Animation Is That If They Get Huntsman Taunted)
+Can Extinguish Teammates

CONS:
-75% Damage (Its Like A Snowball. Doesn't Hurt)
+It CAN Extinguish Enemys
+50% Slower Reload AND Fire Rate
+Marked For Death After A Sucsessful Hit

One common theme is the fire resistance it grants to enemies. If this can effect other pyros, it will easily be abused, so you may need to specify. Same with exstinguishing enemies. Just my input.

I think like

On hit
----------
-75% Speed on enemy
Ground around target (or hits the ground) makes it ice to slip on so -25% control but +25% Speed (crouching double effects)
Target cannot burn while effected
No fire damage for 10 seconds on ally
-------------------
On equip
-------------
No fire damage
25% Speed in water
Healing while in water (5 per sec)
Extinguish nearby teammates

More like:

Pros:
On hit: Target is slowed to 60% speed for 4 seconds
On Ally hit: Ally is extinguished.
Under water: Freeze the target for 2 seconde

Cons:
-100% afterburn damage
-20% damage penalty
-Holding the weapon for 5 seconde will freeze yourself for 3 seconde

On hit: Stun for one second and 15% slower speed for 5 seconds

Con:
-100% afterburn damage
-15% damage
-15% increased spread

It's pretty darn realistic but I don't think people will be happy if you hold the weapon for 5 seconds you freeze yourself. Pyro's use flare guns for a pretty long time.
Stats:

-no detonation

+mini crits on wet enemys

+you can freeze enemys frozen enemys cant be set on fire and have -20% normal speed

- you get more damage from fire if weapon active

+if the enemy afterburns he gets colder and gets more damage but only to the point where the
enemy has 50% normal HP

-no random crits

+more speed when in water

-10% breath underwater

My stats idea

+ 35 % Damages
+ Can 65 % Slow down a enemy after hit
+ 40 % Reload time

- 60 % Wearing ammo
- Can't set to fire a enemy
- No random critical hits
- Can't reach a critical hits

On Hit: 100% chance to slow target by 15% for 3 seconds or until they catch fire
On Hit Ally: Extinguish teammates and make them immune to the effects of afterburn for 8 seconds
+25% max secondary ammo on wearer
-100% afterburn damage penalty
