Bowmen of Oreon cannot trade without Wood Elf Offices

I'm okay with them not having offices, but this does lock them out of trading though. That can be quite crippling considering they have only one province to properly build in, and noone to confederate with. Trade could really help them out with their situation.

Is there anything that can be done about that?

Yeah I'll fix that, didn't really think of them losing that aspect of diplomacy.
