Norsca and Dwarves not having access to their books

I tried to start two seperate campaigns, one as the Dwarves and one as a Norsca faction, neither of them had access to their books, the dwarves didn't collect grudges and Norsca didn't have any monsters in their book. Is this how its supposed to work?
