VANA Unable to load loadouts

Major: It's inconsistent at best but here is what happens. Go to virtual arsenal to create a loadout or edit a current one. Vana is unable to load them. Ok fine I'll just back out. CTD, every time. I am running mods. https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1297373192

Does it only happen if you have your mods on?
