If you can make him have NPC animations, I'm pretty sure you can rig his bones to a playermodel.

@InstaREKT just because it has NPC animations doesnt mean it can be rigged (or at least look good while rigged). The animations could be coming from everywhere rigged to every joint. It might have come from a separate game built on source. Sometimes, things aren't possible. Sorry.
