first off, gotta say this is a really impressive mod. i love all the little details such as major villains being spies for cortex's empire. i like how cortex plays too, and the way you incorporating him into civ fits perfectly, especially with his ua.

i do have one major concern however, and that is the cortex ub replacement for the nuclear power plant. while it is late game exclusive, i feel as though with his other science gaining abilities that it's simply too op with how much science it produces.

what i suggest is cutting down its production to 15%, same as the normal power plant, and cutting the science modifier down to 10%. it can still provide uranium as that's a really cool feature. i'd also maybe consider lowering the scientist slots to just one. this way it still feels unique and fitting for cortex, while feeling more fair to play as and to fight (i tested this in multiplayer with my friends.)
