Is it possible your mod prevents Red (thief girl in Bark) from being spawned. Tried importing few times, only then start to disable mods. Once disabled this one and Expanded Cities AI - Hook mod get her spawned.

Expanded Cities - The Hook (v. 10) changes all of the Shinobi Thieves tower's in the UC's to Tech Hunters traveling stores.
