Some things work underwater, so those will stay. The ones that don't, may or may not be replaced.
There is still going to be air-pockets on the map, so land-only structures still have their place.
Another reason I'm against making generatable air bubbles is that it would be difficult for a player to be in them. Right now, you've only got a couple minutes on land before you dehydrate, less if you run around and use stamina. You're at such a disadvantage, that it would be better to stick to the ocean where you can outrun your enemies.
And lastly, there are issues with the fish AI where they like to "beach" themselves by swimming too high at the surface of the water. If there were un-shielded bubbles of air underwater, they would chase you right into them and die.
There are a lot of plans, I'm trying to explain as much of them as I can and take a look at what other people are suggesting to get an idea of what people want vs what I had in mind and find a nice balance. It'll be tough, but it's fun!
I would start with some kind of non-stinging jellyfish and seacucumbers and of cource your signiture creature that is the equivilent of the dodo or Jeboa I would put forward some kind of Cephalaspid. As a base build up slotting in Ophthalmosaurus, Anomalocaris, Hildoceras, Cryptoclidus, Xiphactinus and Archelon as smaller-mid sized creatures Orthocerida, Elasmosaurus, Pterygotus, Shonisaurus and Kronosaurus as mid-large sized critters there is a ton of big creatures in mods already out there but we need some filterfeeders or something that only targets Isopods to take the place of Brontos and Diplodicus.
Try not to make the creatures overpowered and agressive getting your ass kicked 10 times in a row is fun but we need to be able to live long enough to make a go of it.
I don't think I'll be getting any help from the devs anytime soon. If I can keep updating the map and it gets more popular, maybe but there's no guarantee.

We've got a couple volunteers already... I didn't really expect any help on this, so this will hopefully speed up development a good bit!
I'd love to get sponsored. I think WC would wait for a while to make sure that I don't just give up on the map part way through though. Most of the sponsored maps were nearly complete before they became sponsored. Another big part of sponsorship is interacting with the community and fixing bugs that are reported, so they'll probably give me a chance to prove that I'm paying attention to everything. We'll see how it goes. Who knows o.O
