So they have a chance to be put in the game :/ Like seriously, if they wanted the skin to be downloaded, they would put it on gamebanana or some website like that. However, some submissions have a lower chance to be put in the game than others, like this. I highly doubt valve would want akimbo pistols in their game, as cool as that sounds :/

Because i searched on gamebanana,and i don't founded it,so..

It is basically a race for the mods. The one who does the best ones gets his item in the game, and will take money for the keys that will be buyed for the crates to obtain that weapon (if it could always exist a strange variant)
