I think that is best to keep it simple. Just have the taunt kill fire in a cone or a line and we are golden. Changed the taunt kill so you have to reload after the execution. Would that make it a bit more risky, without making it ludicrisly so?
Actually, if you look at the TF2 concepts there is a Repeating Rifle for the Sniper.
But this is for the Scout. And Besides the Sniper has loads of new weapon ideas, that are gun related.

instead of that taunt kill u could do something like where he does a varial backflip and shoots the direction the player was facing when the taunt was initiated
