soldiers not working at all ( i have VJ Base)

Soldiers only shot one shot and can´t reload

HELP missing weapons

some NPCs have their muskets perfectly fine but some others have the default pulserifle and says it requires a VJ Base weapon to work properly, help pls, im new and oblivious
