This mod was originally designed to be used for the "Long War" mod. The Long War drags out and prolongs the campaign. The Long War makes every activity or task much longer. So, in Long War it makes sense for an officer training time to take much longer to complement a much longer campaign. However, War of the Chosen without the Long War 2 mod is a much shorter campaign. The overly protracted officer training does not keep pace with the shorter WotC campaign. The officer training simply takes up too much time to be meaningful or useful in a shorter campaign.
Every officer ability (except the final one) takes 8 days to train. The final ability takes 18 days to train, which is the longest soldier activity/assignment in the game. Every officer ability training, which takes 8 days minimum, is longer than any other soldier activity or training in WotC. Everything else in WotC takes less than a week. The longest covert action mission is 7 days. The longest soldier training in WotC is level-3 bond training, which takes only 6 days, (which is still shorter than any officer training at any level;) and the level-3 bonds train two soldiers for multiple abilities and benefits at once, while the officer training train ONE soldier for ONE ability. In terms of activity length, only some facility constructions take longer than 18 days. However, only need to construct a facility ONCE and in ONE room, while you want to use the same officer training room -- with only ONE slot -- to train multiple officers.
So this mod was poorly conceived in term of pacing, keeping in line with the time frame in the official campaign. Unfortunately, the original developer Pavonis Interactive, after releasing this mod, has never bothered to make changes or update this mod. IMO this mod really needed some appropriate adjustments to keep pace with the the shorter WotC campaign.
(Admittedly, I edited an .ini document to shorten the training time, but it is not explained in the the ReadMe documentation or anywhere.)
