Well, I told myself I wasn't going to do these anymore, but what the heck?
Based on the name, I feel like the darts are filled with phlem. Sooo, maybe something like this...

+Each dart gives enemy -2% movement speed for 5 seconds (max of -25% movement speed)
+15% Damage (~12 damage per dart)

-15% Fire speed (~8.5 darts per second)
-50% Clip size (20 shots per clip)

The idea here is to give the medic a new offensive gun. The slow bonus could help either move in quickly for the kill, or help the Medic escape, but every shot counts. You have to land over half of the clip to get the max speed debuff on the enemy. Another use could possibly be to punish scouts for trying to take out the medic. Of course, the medic has to be pretty darn good with the weapon to slow down a scout.

Idea 1: Escape Tool
On hit: Gain a speed boost for 2 seconds
25% clip size
10% damage penalty
Idea 2: Poison Darts
Operates and fires much like the Crusader's Crossbow, but it can't heal people
On hit: Inflict Bleed for 10 seconds, and Hallucination for 15 seconds
I don't know how hallucination could be implemented (Maybe you hallucinate being at full overheal or ubered or hear fake sounds), but I do know that Pyrovision could be included and it should be a serious interface screw.
This weapon cannot heal people
