It's just so colonists don't keep taking stuff out of it and putting it back in the stockpile, just for it to be absorbed into the hopper again (repeat)
You can also either disable the chunk generation from the quarry, or use another method like slaves or robots to move the chunks. (Robots can also mine from the quarry)
You can pull teh mined chunks out of teh quarry with a Vcuum Hopper / Smart Hopper. But the Hopper wont let go of the chunk. It wont push it onto rollers or Converyors. If you use and Item puller it just cycles the item back and forth.
Yeah, I dont use the Industrial Roller Hoppers with the quarry. The fact that there are invisible walls and stockpiles in the quarry messes with the rollers. I don't think theres a way to fix it.
I worked around it by placeing the Hopper directly next to the idustrial blast furnance. Now the Hopper can grab the chucks out of the quarry and the Furance can pull it out of the Hopper. But it would be cool if you can push the stuff of the hopper onto Rollers and Converys or into stockpiles.
Honestly i dont know. I have three or five Industrial mods. But my bet would be Rimfactory.
