just for advice
dont use the mod if that thing happen, because its the first sign of incompatibility
if you force to use the mod, next launch or next mission will be fail to load
you can still meet the alien in the mission or soldier list [if you got one of those], but after the mission ends it will crash the game
maybe you can try skipping the rescue operatives [alien] mission so that bug wont triggered, if you insist to use the mod

I've been having this problem too, where the recruit non-humans tab wouldn't pop up even after I did the rogue operative mission, and all my missions loaded fine after that, I just didn't have the recruit non humans tab.
