Viper and Andromedon load out

I don't know why, but I'm unable to give my Viper the upgraded viper weapon? It comes with the depleted rifle, but I have a viper rifle that isn't depleted, but it won't equip it. Is there something wrong with my mods interacting or is this a bug?
