The firing squad callout calls in the Soldier entity - this means that they will shoot any rioting prisoner to death. If you only have one, the prisoner will be shot until he is unconscious, near death. You must have both present for the prisoner to be shot to death. I recommend you use this alongside a mod like Death Row Letter, allowing you to make the prisoner riot so that the firing squad will carry out his sentence.
