Several buildings (such as FFU buildings, but also some vanilla) do not allow for machine empires to make them (aka they lack the machine_capital 's). There is also is at least one instance of a 00_buildings.txt building (I can't remember which one) not being allowed to be built because it is missing an OR to wrap several buildings. Honestly, the entire buildings files need updating in general.
