I was having trouble getting Cloning Vats to be built. I managed it on only one of my planets, but it is highly situational when I could build it. This is the same with many other buildings such as the shield generator and the visitor center. Upon disabling ffu_il_ruins.txt I can build everything that I couldn't before. There appears to be an issue with the ruins that makes other buildings unbuildable.
