100% critical hit chance for 6 seconds after one of your buildings gets destroyed

Sounds slightly weak
reduced fire rate, increased damage, and deals mini crit damage to spies that are disguised, or have recently sapped a building.

I'm down with this
-50% clip size

-75% off hand ammo

+75% more damage

-15% slower reload
Instead of a short-range weapon, such as the shotgun, maybe treat it with similar stats as the revolver. A constant damage rate of 50 damage, never actually doing less or more depending on range.
Maybe it would be possible to have it to wear equiping The Deputy, maybe your buildings would gain fire rate, maybe by a 25% or something along the lines. And to balance that out, maybe spies take less damage. OR it could be the other way around, being more of a spy-removing weapon but your buildings are affected by the weapon as well

+25% firing speed
Gun shoots 1 bullet at a time like the stock spy revolvier
theres about a 1.5 second animation for holstering and equpping

Can not be crit boosted (only mini-crits)

There is a chance of 1% that the bulet in revolver will explode,destroying revolver and dealing 50 damage to the wearer.New revolver can only be picked from the supply locker.
I think that it should be equipable by both Engineer and Spy, but other than that i'm not super sure.
