I did the bind but it did not work.

how strange, how far it works for me. The truth is I'm not sure what this error will be. I will see if I can see it for myself.

Im using the old one and its working, So i will use the old one

I did this : go to console, type map c1m1, turn on sv_cheats, do 'bind v "Open_menu Menu" and thats how I have it working.

Ok that's good, but I think the idea is that it does not require if or if the sv_cheats 1, but the achievements would be disabled and can not be local server. when i press v button, the menu still show, but when i choose to summon smoker, only hear the beep sound, notthing else happen, is this a problem?

Probably the issue of the limits of the infected. All infected (except the witch and common infected) are limited to 16 or 20. Now if you have exceeded the limit that for example would be 3 and there are 3 hunters, you can not spawn another one until he die or kicked. I have added in generate more limits in infected commands, and so you can spawn more infected.
