another person is having a similar problem with 2 controllers but not a keyboard and controller. What I would try is just making sure you have control over the first character but don't leave that room otherwise it will cause problems when hitting start. I haven't had this type of problem so I can't speak for you but as far as I know if you connect the controller first then it should work. If that's what you're already doing then do the opposite because that should work as well. if neither work then I don't have a solution for you.
