Second question for if they are both xbox controllers, Did you make sure that: A. the lights on the controllers aren't all messed up, B. if they're wireless plug them in manually because it never works out any other way. The reason I ask part A is because sometimes, (especially with macs but I don't know why you'd have one) the lights on the controller can get pretty wonky as far as recognizing which controller is which. Sometimes if you plug and unplug a controller really fast you can glitch the computer into a state of having all controller slots filled and so if you plug it in again then, yes it might work, but most times you'll result in controlling all of them.
