I don't think it is a specific refrence. I think it's just a classic investigator outfit.

Yeah This is just a classic investigator look. I based it off of old detective movies and shows. I opted for a scarf because it was better at covering up the pyro's collar and I liked the look. Originally I was going to have the scarf be off white but then I saw that Carmen Sandiego rocked a red Trenchcoat and orange scarf so I went with that as an additional nod.
