He is not moving and shooting at the same time.
I see too many moves that hit the entire enemy party for too much damage. I have a few ideas on how they could be reworked, but someone who has made more balanced characters and overhaul mods can help you better.
Can't get what you've said. The class was quite balanced from the beginning, and his AoE attacks most of time deal only DMG, no debuff or buff(with exception of whelling disengage that has horrid DMG but is intended to move him back), only a few of his moves actually have good DMG.
The way you gave your opinion sounded as they are not capable of balancing their own class. As someone who have accompanied these guys since S-purple concept art, I can surely say that the Cataphract is indistinguishable from the rest of vanilla classes. That is why it is so well seem by the workshop, and heavens permit it, shall be for a long time.
