Because those are the canon sizes.
Why? The former were not mass produced and the latter are just a stormtrooper varient; they presumably use the same weapons and have the same level of armor protection.

As for balance on the ground, the way to win is simply mass produce infantry and autoresolve. Stormtroopers cost less then 200 credits and you can build up an army of 50 of them pretty easily with a dedicated world w or w/o any bonuses. Losses are nearly irrelevant; losing 10 sets you back the price of a single Tie Defender squadran.
Otherwise yeah SDSkinner answered the questions. We are a LEGENDS canon mod so Disney units are not on our list for potential additions. Units are to-scale with each other. The Empire is planned to have more infantry types eventually.
