Perhaps there is some kind of work-around for this.
Would the AI be more interested in new ship types if these were only to cost 1 Credit for them?
I also started a new GC as the Rebels on hard difficulty at Tech 2, because I was hoping the Empire would build some ISDs, but so far I haven't seen one (week 30ish).
