Obligatory Stat Suggestion
Someone is going to make one of these eventually, so why wait for some little kid to make the first one when I can do it right now.

My idea for The Bloody Brick's stats -
----
(!) On Throw : Deals 25 damage and stuns victim for 3 seconds
(+) Victim takes mini-crits while stunned
(!) Particle effect when the brick hits a wall or player, to simulate the brick shattering
(-) -25% slower recharge rate
(-) +20% heavier than Jarate (won't fly as far)

Feedback would be greatly appreciated.

Nice! I also had some stats thought up while making the model, making it an escape weapon while not making it too powerful enough to lock people and keep them still for an easy headshot.

(!) Does not contain an area of effect, instead applying a movement slow on impact and dealing damage. The weapon is able to land (concussive) headshots.
+Landing headshots or/and critical hits stun for a short duration rather than slowing.
-The weapon holsters 25-XX% slower after use/while recharging.

And give and take HolySnickerPuffs negative stat suggestions on it. :S

Stunning as a whole is something that shouldn't be in tf2. If you did put in a new weapon people would complain and then it would be nerfed into the ground. A better version would be bleeding and marked for death with the other stuff you mentioned.

As Ian said, the stun mechanic is extremely overpowered and infamous amongst TF2 players, seen in the community fueled removal of stunning from the Shortstop. While this item has potential I definitely think it needs to be reworked slightly. Honestly, it can mirror jarate in weight, draw speed, and switch speed because this will ensure that sniper mains don't feel inebriated when they switch between this and jarate. Keeping the physics the same or similar will help it be accepted into the game if it comes to that. As for the effect of the attack I agree that it should be single target, probably using the bullet hitbox or something. I don't think the affected should take minicrits or be marked for death because that is almost exactly what jarate does. My favorite idea I have seen is the slowing. This works very nicely because if used at close range it will be easy for the other teammates in the vicinity to swoop in and kill the weakened player, while if someone gets a godly long shot with it they can slow someone for maybe up to 8 or 10 seconds or something if you make slow duration based on travel time. Overall I love the concept an the model, good stuff.

(+) Mini-Crits Players Under 25% Health
(+) Stuns Players Over 50% Health
(-) -20% Projectile Speed
(-) Tracing

the last one doesn't make much sence but it's fine

Thats what i was thinking, if the model has blood on it, how come you don't bleed at all when you get hit?

+ On hit: Slows target's movement up to 50% based on how close it hit the victim's head, for 2 seconds.
+ On headshot: Concussion - disorients target for 1 second
+ Alt fire acts like meele hit
-20% slow unholster
-50% slower attack speed

Might as well contribute:

Class: Sniper
Weapon Slot: Secondary

Stats:
* A throwable secondary weapon with similar effects of the Scout's Sandman Baseball, but more powerful.

Pros:
* Deals headshot style damage
+ 60% faster holster speed (cause your dropping a brick into your pocket; its gonna be heavy)
+ On hit: 60 Damage
+ On hit: Breaks victim's bones (40% slower movement speed)
+ On headshot: 100 Damage
+ On headshot: Concussion! (Health appears overhealed to the victim, Slower Holster and Deploy speed, and 60% less healling from all healing sources [Mediguns, Dispensers, Mad Milk, and even health kits] temporarily. Similar stats as of the baseball where distance increases the stun time.)
+ Overpowered weapon when you have it

Cons:
* You get the brick after 6 kills. You cannot start recharging your weapon until you actually NEED to recharge it. No kills while your weapon is charged will go towards your next charge.
- 75% slower movement speed while held
- 20% slower movement speed in general
- 40% lower arc height (its a damn brick so you can't throw it very far before its dragged down and also so its not super overpowered on use.)
- 50% slower deploy speed (cause how are you gonna lift that thing easily)

Conclusion:
If I'm ever given a job on the tf2 team to create stats for community made weapons, I'd get fired within my first line of stats because I make these things so ridiculous.

well no cause sure a brick can make you bleed, but so can I bullet you don't bleed eveytime you get shot in the game

+if the enmy is bleeding they get sick, making them take damage over time.
+if it hits the enmies face they get stunned and it's a crit
-double charge time

Stats:
Can deal up to 20-50 damage. Farther you throe it more damage. Shorter. Less damage.
Takes 30 seconds to recharge.
Throwing the item at a temate engis sapped building will remove the sapper.
20+ more damage against buildings.
No random critical hits.
This weapon deploys 20%- slower
10%- holster speed
