Have you gone through the tutorial-style mission with Rick at the Public Library? That should help show how they work. Get the initial mission from Rick, then look on the roof to find the initial location.

While exploring, listen for a beeping sound. It will get louder the closer you get to the target location. Once you're close enough, a flashing light will appear. Click there to plant the transponder.

Not every mission allows you to plant a transponder; roughly half do. You're more likely to use them in areas with a strong military or corporate presence.

Don't worry about it if you miss any or skip it altogether. There's a small monetary reward for each one you successfully place, but it won't make a huge impact on the overall campaign.

Good luck!

im waiting to see if they affect the PU's strategic position. the number of small and large decisions in the game makes it feel so real!

I have a similar issue also with the chapter of Process in Mojave dessert I don't see any clues to find the pass code for the door. I hope you get back to me, Thank you Cirion.

It's mentioned in the end mission if you've done at least 1.
