Okay, so it seems like all the new races these days have some sort of backstory to go with it, so I figured that I'd give this one a crack.

Maybe the Glacians are another one of the Ancients' artificial "Experiment" civilizations, like the Glitch.
As we know, all of these artificial civilizations ended up destroying theirselves long ago due to becoming too advacned and not knowing what to do with it. The only surviving races were the Glitch, due to a glitch repressing their advancement, and the Glacians, due to being mostly unable to work with fire.
All of these civilizations were designed to be unaware of their purpose, so that that knowledge doesn't influence their observed development. As such, the Glacians have been fully convinced this entire time that they're a legitimate, natural race, and that their bodies are just how their race is. I mean, we've got sentient slime molds, interstellar gas-bag people, living asteroids and more; is people composed of snow that much of a strech?
Again, due to being incapable of extensive use of heat in their work, their development path diverged early on from most races; thus, metal in large quantities is a rare sight in their structures, instead being composed largely of wood, stone, and various types of ice. Weapons are crafted through the use of layering exceedingly dense ice and reinforcing with sturdy materials.
Their first experiences with advanced technology were long after the "experiment" ended with the fading of the Ancients, when planets inhabited by Glacians started being visited by explorers such as Humans, Novakids and Hylotl. Since their divergeant/stunted development was previously out of neccesity rather than glitch-induced superstition, the Glacians had no reluctance in establishing trade with spacefaring races.
Glacians could now get their hands on refined metals, blasters, teleporters and spaceships (with some tweaks to facilitate Glacian use) from the more advanced races, and thus they finally ventured into the interstellar community.

tl;dr Glitch backstory meets Avian backstory due to not being able to work with heat very much.

Anything to contribute, anyone? Any ideas? Also, it's possible that I'm greatly overthinking this. If so, don't mind me XD
