Form Merchant Republic
is there a way to make a vassal a merchant republic as sub-roman or bureaucratic? When I give a duchy to a republic count or when they make the duchy they become sub-roman.

No, not really, and the mechanics of merchant republics are anachronistic at start. You have to either reform a tribe or become feudal.
