I am playing as Romolus, I defeated Odoacer and won civil wars, I luckily got the owner of Rome imprisoned but I couldn't revoke Rome for some reason, is there any other way I can take the county of Rome itself and not just city of Tiber?

Edit: I solved it, you have to revoke Roman Republic first and then you can revoke the county.
