Imperium Romanum?
So... what am I missing in order to restore Rome? I have tried looking up the exact requirements and I have found three contradictory statements on it.

1) It is the in-game geographical region
2) It is all the territory you can use the imperial reconquest on
3) it is all the territory Rome had 395

Those three are not the same, but I think I should be fullfilling all of them and yet I am unable to restore Rome? It is possible that there is an independent barony somewhere in my realm ,but I can't find any. Out of desperation I invaded the Gepids, thinking that perhaps for some reason Dacia is required, but that does not appear to be the case, so now I am stuck with horrible borders and still can't do it.

As stated on our official wiki FAQ, it is the Imperium Romanum region (https://ck2.paradoxwikis.com/When_The_World_Stopped_Making_Sense#What_areas_does_the_.22Imperium_Romanum.22_region_required_to_restore_the_Roman_Empire_correspond_to.3F). In game you do indeed need to control every single barony due to how the conditions works. In order to find it I advice that you use the diplomacy map mode which could indicate independent baronies. Any religious leader or special title that would hold a barony would mean you can't use the decision.
